Avrupa Birliği'nde Sosyal Diyalog: Danışma Komiteleri'nden Çerçeve Antlaşmalara

Abstract

AB'de sosyal entegrasyonu sağlamak ve tek bir endüstri ilişkileri sistemi oluşturmak, özellikle genişleme süreci içinde, mümkün görünmemektedir. Ancak AB'ye üye ülkelerin sosyal politikalarının uyumlaştırılması ve "Avrupa Toplum Modeli"nin asgari standartlarının oluşturulmasında, sosyal diyalog kilit bir önem taşımaktadır. Avrupa ülkelerinin demokratikleşme sürecinde ortaya çıkan ve gelişen sosyal diyalog, AB tarafından da benimsenen ve özellikle J990'lı yılların ikinci yansından itibaren etkinlik kazanan bir sosyal politika aracıdır. Bu çalışmada AB sosyal politikasının temel unsurlarından birisi olan sosyal diyalog, dönemler itibarıyla incelenecek ve 1992 yılında imzalanan Maastricht Antlaşması ile birlikte sosyal tarafların imzalamaya başladıkları çerçeve antlaşmaların, AB sosyal politikası içindeki yeri değerlendirilecektir.

The Social Dialogue in the European Union: From the Consultative Committees to the Framework Agreements: It seems impossible to obtain the social integration and unique industrial relations system in the EU that is in an enlargement process. Nevertheless, the social dialogue plays an important role in the harmonization of the social policies of the member states and the promotion of the minimum standards of "European Social Model". The social dialogue which has appeared and developed in the process of democratization of European countries, is considered by the EU as a basic principle and an active social policy means since the second half of the 1990s. Within this study, social dialogue which is a component of the EU social policy is elaborated by periods and the framework agreements that have been concluded by the social partners at the occasion of the Maastricht Treaty is discussed.
