İslam’da ve Müslüman Doğu Toplumlarında Sivil Toplum ve Demokrasi Kavramına İlişkin Tartışmalar1

Abstract

Bu çalışmanın amacı, sivil toplum ve demokrasi kavram ve uygulamalarının İslam'ın temel ilkeleriyle ilişkisini ortaya koyan çalışmalara ilişkin bir literatür vermektir. Sivil toplum ve demokrasi kavramları ilk ortaya konulduklarından bu yana farklı anlam çerçevelerinde yorumlanmış olsalar da etimolojik olarak Antik Yunan'a dayandıkları için genellikle Batı'ya referansla ve Doğu (İslam) karşıtlığı üzerinden okunmaktadırlar. Bu okuma, birçok tartışmayı da beraberinde getirmiştir. Bu çalışma, sivil toplum ve demokrasi kavramlarının teorik olarak İslam'da ve pratik olarak Müslüman Doğu toplumlarında herhangi bir karşılığının olup olmadığı sorusuna verilen cevapları ele almakta ve bunları sınıflandırmaya çalışmaktadır. Bu çerçevede, sivil toplum ve demokrasi kavramlarının İslam'da bir karşılığının olduğu, bu kavramlarla İslami değerler arasında herhangi bir uyuşma olmadığı ve İslami ilkeler ve Müslüman toplumlarla bu kavramlar arasında kısmi ve bağlamsal bir ilişki olduğuna vurgu yapan üç temel kategori oluşturulmuştur. Sonuç olarak, sivil toplum ve demokrasi kavramlarının İslami ilke ve değerlerle uyumunun mevcut toplumsal değerler çerçevesinde ele alınması gereğine değinilmiştir

The purpose of this study is to give literature about the studies that show the relationship between basic principles of Islam and civil society, democracy concepts and their practices. Despite the fact that the concepts of civil society and democracy have been interpreted within different scope of understanding, these concepts are generally being understood in company with a reference to Western mindset and antagonism between West and East (Islam). One of the reasons is that these two concepts are based on Ancient Greek, etymologically. In this study, it is examined whether the concepts of civil society and democracy do really exist within Islam, in theory and under Eastern Muslim societies in practice. And, the answers are classified. Within this scope, three different basic categories are formed and they are; civil society and democracy concepts correspond with Islam; secondly, there is no any alignment between these two concepts and Islamic values; thirdly, there is a partially and contextual relation between these two concepts and Islamic principles under Muslim societies. Consequently, it is mentioned that the coherence between Islamic principles, values and the concepts of civil society and democracy should be evaluated within the scope of existing social values
